What Anti Virus do you have? And do you have something called RivaTuner installed it can block it sometimes. Steam Community Overlay does not Activate

You have to send the gift to an email adress, doesn't matter if it's related to your disabled steam account or not.

Had the same trouble when up grading to Win7. Only answer I found to work, was to backup local Steam game content. Completely remove Steam, and install the latest version, change the Steam folder security giving my User full access, then reloading backed up game data. I've still got a issue with MW2, where I have to play from the DVD auto play menu.
