I think you might want to analyze your competitors first and generate a nice list of relative keywords, especially those local long tail ones. They would be really helpful at the very beginning of your business.

Here is a question more important than SEO because so many people focus so hard and so long on SEO: have you checked your web stats to determine, on average, how long your visitors stay on your site once land on it? Since this site will be ecommerce I would stay away from all open source, like Drupal and Joomla, the security issues are just too great. I would also look to a ecommerce CMS solution versus a generic CMS.

the traffic a web site receives has nothing to do with it's page rank. Page rank is basically the likely hood of a visitor on the internet randomly browsing and finding your web page.
If you purchased all the advertising that was available on the internet but never got a link from another site (other than your advertising) your page rank would not go up but you would have all the traffic....

This helps a lot I believe. If I have a client, who has left me and the other one, who needs fast SEO and one of the forums, where I have my sig. really used to get me the traffic, then just a change will work a lot for my new client.

Google does a pretty good job of keeping paid search and organic search separate. So no how much you are spending on PPC is not part of the ranking algorithm.
That said it is possible for your PPC campaign to change other factors for example, more traffic to the page could lead to more mentions and or links pointing to the page.
With a new page its not uncommon to see it get a boost ...

Okay here is a quick go:
1. Do your keyword research, ranking is only worth something if people search on that term. Then spread these terms across pages on your website. so say you pick 12 search terms you want to rank on, make usre you have a page for each of these.
2. Make sure the site is SEO friendly, so not built in flash, not behind a login.

I was almost scammed by a website directory early this year, I signed up for a free trial which was for 30 days.
After the 30 days was up I was sent a letter chasing me for money, I called them to find out what was going on but they said they did not understand English and to call back in German, the directory was advertising they speak in all languages.

You can but you have to use a 301 redirect to let search engines know that all the other domains actually redirect to one main website.
Otherwise, you can be penalized.
I don't really see the benefit of having 15 domains that redirect to the main website. For SEO purposes, this won't buy you much.
