I live in Montana, and can attest to the low taxes here. Wyoming has us beat, but not by much. The city that I live in (Billings) was recently listed as one of the top 10 cities with the lowest tax burden.
Overall, I pay about $1k/year in property taxes, and about $1k/year in income taxes.

It is going to be hard to sell a business losing money. However, sometimes you can save the employees, landlords and stuff if you can find a business consultant - someone interested in turn arounds willing to invest time and cash-flow into a dying business if they can see a path forward.
