I believe the law demanded that bigger premises set up non-smoking sections, while smaller premises must choose one way or the other. The (anti) smoking laws are complicated here in Spain. I will attempt explain what is what. If a bar or a restaurant has less then 100 sq. metres then it is allowed to permit smoking in the area designated as public. If over this size then part of the area can be divided off and designated as smoking area and the rest non-smoking.
