The line should not be down for that amount of time, an hour or so at the most unless there has been a problem.
If you go onto the SVBN network then yes you will haved to pay BT for another connection charge which is upto £140 although you can usually get this discounted or waived if you take a contract with them.
I would always advise keeping your ISP and your line provider seperate.

Hi, I have done my "home-made" document, making it easier for everybody who has Sky Talk Unlimited phone package with Commtel Internet and Phone Guard fitted onto BT master socket. And got fed up explaining what you can and can't call to your family and friends, but don't listen, instead of explaining
again and again, download this file , print it in Microsoft Word, put it in A4 plastic ...

I'm steering clear for the forseeable until things settle down. Dont forget BT have been supplying voice networks for
donkeys years. If you search the Talk Talk forums there are thousands of complaints about there voice services when they first started. So guess Sky will have teething trouble in the same way.

you could take skytalk enening and weekend calls without line rental for free thus saving £5 for BB, skytalk calls should be around 10% cheaper then BT outwith the
free calls times so Bt should not penalise u as you still give them linerental
the calls are still on the same lines and national network so no deteriation of call clarity should be noticed
keeping Bt line will help if you ...

Calls to Sky are free if you have Sky Talk. (I also think that 0870 calls are free now)
If you are on the new Sky SVBN network then changing suppliers can/will be time consuming and costly. You will need to pay BT for a
new line (unless they do you a deal) and you will be without broadband for upto 20 days.
