no, NM is purely based on line -
capping the line will set it higher but at the cost of speed

You have the lowers attenuation I have ever seen
You would/should easily get the
full speed with whoever you choose to go to, you would get 20mb with Sky, O2, Be LLU.

You should do better but there is noise on your line preventing it syncing at the
maximum speed. Have you tried plugging into the test socket, link below and check the stats from there.
If you do not have an NTE5, try removing the wire from terminal 3 on the back of the face plate. If you don't have extensions you will not have this wire.

Remove the faceplate and connect to the test socket, reposting your new stats please. At the moment you have enough
noise margin to get another 1.5mbps but with your line attentuation, which is similar to mine, you should really be looking at 5-6mbps.

It looks like you are either waiting for DLM to start if on a new connection or it has ran and that is about the most you will get.
You
attenuation points to the line being longer that the exchange distance which is usually measured as the crow flys. Cables never take this route obviously.
