The non-NTE5 socket is your master, do you have any BT extensions anywhere else in the property?
You could for a start just remove this master and replace it with an NTE5 master which is a very easy task to do and cut back the wiring as required to keep it neat, if you have extensions they can run from the new NTE5 faceplate or better still, fit a
filtered faceplate and run them from there....

How many extension sockets do you have and are they all wired to the faceplate of the master socket?
Where do you normally plug your router?
Forget about an Iplate your best bet is with something like this: http://www.adslnation.com/phpapps/ca...products_id =90

Do you have an NTE5? The simple answer if you do is to try the modem/router in there, whatever you get in the test socket is all you can achieve, no amount of changing internal wiring will better this result(providing the wiring internally has been done correctly-check all extensions go dead when in the test socket).

If the NTE5 is Openreach branded then it will have the bell wire filter, fitting an i plate/ Broad Band Accelerator would be pointless. There is no reason why you can't fit a filtered faceplate though. Are you saying your speed drops straight off as soon as you use any socket(even the FRONT of the NTE5) other than the test socket?(& goes back up when in the test socket?)
Alarm systems should...

If it's a genuine external fault then you will not be charged for the repair, despite what the BT engineer told you. However, if an engineer comes out and can't find anything wrong with the external line then you could well be charged. The choice is yours.
I would call whoever is supplying your line at the moment and report the fault anyway as they'll run a line check and then you can ...

Weird, this isn't one of the new smart meters that were announced on the BBC recently is it? Are you sure it's from Sky?

Some would suggest the user of Home plugs which user your
electrical circuit very effectively.

It sounds like the whole lot needs ripping out and replacing, but failing that I would move the master socket as close to the incoming junction box as possible. Make sure it is connected with
twisted pair cable and with only pins 2 and 5 connected, then move the router there, ditch the rest of the wiring and get some cordless phones.

You can use internal phone wire outside, but it will not last as long as the external stuff becuase it doesn't have the UV protection etc. I would use external wire outside as it does not really cost anymore and will last alot longer.

So long as the wires are connected to 2 and 5 and it is working it is fine, just connect the XTE 2005 faceplate to the master socket following the instructions.
