To achieve this effect what you actually need is hosting with a failover facility. You can't do it with nameservers since they don't test if the destination server is up.

We also run free hosting service, and I tell you guys - it's harder than you could ever think. While paid hosting usually is used by people who understand web a little, free hosting is used by newbies usually. They have no idea how to upload files, create mysql database, etc. Moreover, they have no idea how to submit support requests. Well, the SitePoint user has probably signed with someone and it would be a good idea to come back and post their review. However I think that all the reviews are focused in 5 - 10 web hosts which obviously are stable enough and deserve to be trusted, but at the same time most of them lacks any quality when it comes to customization of the web hosting service.

I have never used. I suppose you need to lear more about that within the system you are in. That just recommended action. However I suppose that traditional hosting even if that is free can be found easy in use and at least you will be able to find out more information about that

Try to get a recommendation first. There is a member here that runs whreviews and it is a very good site. There are many cheap hosts out there, but some are better than others.

I have never had any problems with pinellashosting.com, however OI do not so heave tasks for the VPS server like you have. But experiencing rush hours I have never experienced downtimes.

Web hosts in your budget range (or anywhere near it) do not offer 100% uptime SLAs. There is no such thing as a 100% uptime shared host.
Websites with 100% uptime necessarily have multiple geographically distributed DNS servers, multiple geographically distributed web servers and near-realtime failover code.
Drop that unfeasible requirement, and you're still asking the impossible. You need ...

Maybe you could share the actual domain, and people would be able to see what's working OK and what isn't. Propagation doesn't take a lot of time nowadays.
If you're using shared hosting, you need to be aware that all you need to do is change/update the nameservers (the IP is typically not required), not create nameservers.
