If you prefer free services, you must build backlinks through most social networking and bookmarking sites, such as facebook, twitter, digg, etc., as well as in participating in forums, especially those forums that are related to your niche.

Yeah it will be SEO processes to get rank in Google. Do a keyword analysis and find out whats best keyword for your site.. And keep on building quality link wit your targeted keyword.

That's a tough question to answer. FYI, pagerank has nothing to do with ranking. SERP is based on the quality of backlinks and other onpage factors.
