Llyod Carr proposed an idea several years back where a 16 team playoff would be used which would go with the 11 conference champs and the 5 highest at large teams. I actually think your idea is a better one. I would add one thing with your idea though. If a team finished the season undefeated they get an automatic bid. Although chances are they would be in either the eight conferences that get in or be on of the eight highest ranked BCS teams....
