The Hino you are thinking about is the Mitsuwa kit, both Revell Auto Transporter (#7424) and AMT Haulaway trailer (#8252) is 1:25. But really, the difference in size is not very big and if you are going to modify it no one will ever tell the difference.

JDMfreak, what your looking for is called a wedge. No one makes one, I scratch built a couple a few years back for the same reason. The one on the green truck was being re-worked and a 4 car was also built with kickers front and rear.

Modelhaus shows some replacement parts, so somebody (prolly MPC) must have made one at one time.

I know this doesnt help, but, I've never seen a scoop like that on a Cougar. Is it a factory piece? Maybe for a Dan Gurney special edition or something like that?

There were no plastic/resin promos or kits made of the Suburban. The closest thing to that was a die cast offered by I think Brookfield Collectibles.I believe it was in 1/25 scale, or very close (1/27?). I remember seeing a bunch of these at Model Empire in Milwaukee over the years and I think they still have some. I would contact them to see what they have. IIRC, they were offered in colors/...
