I've lived in my hood for about 4.5 years.  And I just recently began waving at my neighbors or offering a 'hey, how are ya?' greeting.   I'm moving away in a month or so, so I'm not too concerned about it.  Having no relationship is better than a bad relationship. As for my age, I'm old enough to know better.
