yep, as all the above posters said, you need quality backlinks to increase your page rank. either search for a seo tutorial or get a seo company to create some links for you. it's not expensive and it's effective!

instead of 301 redirect you can use canonical tag its easy to use.but its only effective if you changed your url, but you not mention what change you makes in your site
