I don't see how there could really be any change as the USA continues to expect to get everything it wants and is giving nothing.... Sounds like Chavez is looking for more balance of power in the world... after all if the USA needs over 700 bases in the world it was thoughtful of Chavez to think that perhaps Russia would need at least one base somewhere in the world...
