What Bil and Nick said. If he was ONLY taking Andro, then he didn't do anything wrong at that time. Andro was something that wasn't outlawed by baseball, plus it was legal over the counter at any GNC. But if he was taking illegal steroids, then he was breaking the law. Baseball never allowed steroids, they just didn't test for them for a long time.
