The report is OK but is pretty wishy washy on it's recommendations.
Flaws are:
* It assumes that the
city council has control over businesses to make them more local. They do not.
* It assumes that the "solution" to people travelling to work is to make them travel less.
* It copies certain flaws from dieoff.org verbatim. For example: It takes 10 calories of fossil ...
