I was raised in a small town in Michigan surrounded by farmland. Lots of people had horses, but there were rules where the horses were housed (also no raising of lifestock in town), but I don't think there was a law against riding horses to the store. Haven't heard from anyone whose received one and tried to cash it, or works for someone who needed to cash an IOU for payroll. I haven't heard from my district, but we have enough in reserves to cover a months payroll and don't get paid until July 31st anyway.

Doesn't sound like rationing, as much as scheduling and marketing to get more money out of you. All of the care you wanted was available...just not in the same visit. As disturbing as it is that she was selected as McCain's running mate, I don't think he fully realized the error of his choice until well after the choice was announced.
