I blame their version of the DMV (but not wholly...she is, obvous, a moron)...
They should've been TELLING her what she got wrong on the test so she doesn't screw those parts up on the next test...
She had to have gotten the same questions wrong dozens, if not hundreds of times...And surely the tests were scored by the same person(s) that see her everyday...

I currently have a three year old
Renault Laguna estate and one of the primary things that attracted me to it it that it had a 5 star Euro ncap rating. This is something that might not have mattered to me so much before, but now that I have a little one, it makes all the difference in the world.
