I saw a back yard once that was set up for cats. 8 ft close mesh fence with a 1 ft section at the top slanted back in to contain the cats. It looked a little like a supermax prison yard, but it was effective. They raised show cats.

Maybe she'll be happy to have the house to herself? I don't let my husband take care of any of the really important visits to the vet. Or, if I can't be home, my vet will call me at work and tell me everything she told him. Because she knows him....LOL

You might have to become a political activist and change the makeup of the county board. They are often refuges for the "good old boys" and their relatives. They may respond to media pressure, but voting them out seems to work well. If you notice, they frequently run with no opposition.
