Clone Stamp doesn't do anything

The only simple fixes that come to mind are if you're luckily making a simple mistake, such as, having a selection active and trying to clone stamp outside the selection area, or, having the wrong layer active. Probably not the case. Repairing and/or reinstalling the NET Framework, or repairing Paint.NET might work.

Photoshop uses a fancy dithering algorithm. Paint.NET does a straight, simple gradient.

At what point do you get the error? Have you looked through this thread PROBLEMS WITH INSTALL UPDATE OR UNINSTALL ... ? (it's at the top of the Troubleshooting section)

"Run as" isn't a common scenario in XP. It's not supported; no testing is ever done in that mode.
