Go to device manager, uninstall the driver.
Re-boot, install the device and it should reload the driver.

Go to control panel, add remove programs, Microsoft Office, Change, repair.
See if that fixes it.
You may also want to run scanpst (do a search for the exe) to validate the pst files.
You may also want to go the
command prompt and run chkdsk /x /f /r to make sure you do not have hd errors.

First off, for what you are doing you should have a good
disk imaging program like Macrium free so you can recover from these sorts of things.
Since the horse is out of the barn, a couple of things to try, in order.
Read the instructions very carefully before you act.

Do you have an image backup?
Do you have a data backup?
Probably not.
Boot from the windows CD to the revovery console and run
chkdsk to see if you have any hard disk errors.
Then boot from the Windows cd and run the repair option. It will reload Windows. It iwll preserve your data, but you willl have to go re-do all the Windows Updates.

Hmm...I have Chrome installed and pressing Ctrl doesn't cause this to happen. Try running a scan with Malwarebytes' Anti-Malware (update its definitions first) just to see if it finds anything. And why are you using IE instead of Firefox? Seriously, FF is more secure than IE and it should be set as your system's
default browser. Chrome also is more secure, but I personally don't like it. I guess ...

Try booting into safe mode. (press F8 at boot till you get the option)
If you can get there
go to start, run,
regedit
go to HLLM\System\CurrentControlSet\Control\Session Manager
change the BootExecute to be:
autocheck autochk *
