What are you using? Fixed? I imagine a lot of your problems are coming from style="text-align:left/right/center" you're using in your HTML. Use floats in the CSS.

True, but neither an image's alt nor title are as semantically appropriate for a heading as a <h n >. Headings establish document flow and compartmentalisation; alts/titles don't.

Quite a lot of CMS's come with profiles built in. Not exactly the same because the profiles are not central to the design as they are in social networking sites, but could be a start.

You might wanna change the to £1.50 etc, looks like a bet, money is not a ratio :P
Good luck not sure what the demand is for something like that :/

What's with the stealth menu? Not very user friendly.
Also the images on the home page are far too big, shrink them down in photoshop rather than using html/css to do this. Will help reduce loading times. The originals are over 1000px wide when they only need to be 300px in your template.

It's all done is Javascript from what I can tell - the author doesn't seem to be a fan of IE either. Unfortunately this isn't something I'm that familiar with so I can only offer some sort of general outline.
Create your special character display first. All the buttons will probably use the same function to add text so it should be straightforward.
When an input box is clicked using ...

ASP.Net and MSSQL is only needed in this case if you were storing peoples email details or message details in a database.
I've not read your previous thread but from what you say here you just want xHTML/CSS/jQuery, all front-end so this company might have the wrong end of the stick!
How did you find the companies details? Just googled and emailed a chosen 15?

Are you going to be implement ACPI yourself? If so,
http://www.acpi.info/
Tools - Vendor Specific it would seem
http://www.acpi.info/toolkit.htm
You can get the spec there - nice read LOL - all you need to do is work out how your going to implement it in a platform independent way. Easy
Otherwise you can use:

Drupal is ok. Basic and simple.
Or you have PHPBB. Both require MySQL (As do most forums!)

Look for a decent host for forum users, if you get downtime you won't hear the end of it!
Look at Vidahost or TSOHost in this forum, recommended by a lot of people and would cost around 20 quid for a year.
Are you starting afresh or moving the forum across?

What line?
Hard to say with only a small snippet.. is "isFinished" a variable, or a method? You're also assigning false to isFinished, not comparing.
Also:
Code:
if (TextBook book == null) {
Doesn't look valid. If it's a local variable, it'll be null anyway, if it's an instance variable, then the "TextBook" is superfluous (and probably erroneous!)
