Anyone who had read The Gulag Archipelago would recognize what Stalin did. He used the thieves as an annex to the NKVD in order to help sow terror and intimidation. Pressure from above and below. With stories like this, it looks like the authorities have borrowed a page from him. Anarcho-tyranny indeed.
