How to fix the problem:
-Teacher's unions are a joke. They demand high pay and benefits, and make it so that you can't fire them, even when most do sub-par jobs. (K-12)
-Cut sports from universities. They are higher education, not a sports team.
-Cut back on the bureaucracy and corporatization of being a university.

I wouldn't say they are directly linked. People can have free will in the decisions they make, but come out with an undesired result. Free will is completely independent from anything else.
