A new passport would definitely have a chip.
If either Labour or the Tories win the next election, you are likely to find yourself fingerprinted for your next passport. As of May 2009 , IPS were aiming for inclusion of fingerprints on
British passports from 2011/2012.
If Labour don't win the next election, you should have no problem avoiding the plastic card.

Hello,
I am soon to apply for my first time adult passport (I had one as a child
many moons ago). However I have never been on the electoral role.

You should have told them you didn't have a passport. On the assumption that they now know you have one, perhaps you should
say, OK you can view my passport to verify whatever it is you want to verify, but I will not permit you to take a copy of it, or record any of the details it contains.
You would think that should suffice - but I bet it won't. Try and take it to the wire and only ...
