Very hard to answer this, you want it to be harsh enough to punish false allegations and at the same time not make parents worry that if they do really think something is wrong that they would not go ahead and make some sort of complaint. A couple of years ago I got eggs thrown at me car. The kids round here are fairly well behaved on Halloween. Since I moved up north I learned about Mischief Night. its the night before Bonfire night and the kids pull pranks all evening. The local shops wont sell flour or eggs to under 18s at this time of year. trick or treaters are lame in comparison
