I am currently playing a SCIE game ( Single Char, Initial Equip) The game is fairly challanging depending on the level of your char. I am playing with Cloud. Currently I am 11 hours 4 min into the game. Cloud is Level 20 and I am working on beating Reno and Rude when you first artrive at Gongaga. They are pretty tough I couldn't beat them at lvl 18 so I leveled up a little going to try it again....

Yea, rubies mp can be drained. but mind blow also does reduced damage. he has 2500 mp i think. or around there. And im not sure, but if you drain it all out, he may have a MP regenerate ability. his tentacles have mp drain i think. But yes, if you drain his mp to zero, and keep it there, he will not be able to use ultima or comet, but his other attacks, ruby ray, ruby flame, and big swing will...
