I think your instincts are correct. It shouldn't hurt your daughter to get her hair combed. You don't want her to have negative associations with caring for her hair. Somethings that may help, besides combing while wet, are detangling in small sections and detangling from the ends first. Don't try to take a comb through it from the roots.
