The reason why your computer jumps to 50% is because it has two
CPUs and so the total usage is split in half. Your laptop only has one CPU and it'll show 100% in this case.
With that said, you might consider disabling one plugin at a time until you find the culprit. (If it is a plugin that's causing this). My suggestion would be to start with StartupStatus since it relates to status changes.

IHMO You Don't need toptoolbar, you have
clist modern
I'm a big proponent of replacing SVC_VI with Crashdumper

You need to update not only Miranda core but ALL Miranda plugins as well to 0.8 compatible versions, as well as upgrade/setup accounts for
protocols.

there is a plugin called menuitemex. it adds some entries into the contact's context menu. You can manipulate your visibility for other contacts this way.
Thepart of
contact list plugins you are tallking about is not accessible.

What are you pinning to the
taskbar? The clist? If you disable the "Tool window", you should then be able to pin that to the taskbar. It should then show the Miranda icon with the status icon and events. I'm not sure that b4 has the icon workaround though so it may depend on which clist you use.
