The big elephant in the room is none of the people in power who can enact those things will ever let it happen. It does not serve their personal interest.
Aside from that, the only 2 I'm not sure if I agree with are women and the draft, and the accumilation of wealth.
On the wealth issue, returning a high tax rate at those margins might be better in my opinion. Let's say 70 to 90%....
