She really sounds like she has a mental problem. I've only had to call the police ONCE and the dispatcher gave me our local police department number. She's called repeatedly and been told numerous times what to do. She should know by now what to do.

Honestly, though...if someone didn't know, the first time they call 911 for a non-emergency wouldn't have to be that big of a deal. But to keep calling over and over again after it's been explained to her that the number is for emergencies only, there's gotta be something deeper involved...perhaps emotional problems or some sort of mental disability.

See, that's cuz ppl only know about 911 when they want to get to the police, and not that it's for emergencies only, because they kinda advertised it that way. Nobody really pays attention to the local numbers. And there aren't any pitches by the local law enforcement groups alerting ppl of the fact and what numbers they should call... So I don't really blame the lay-man for not knowing.
