It's off by default. So if you never turned it on it would of course be off. Nothing to worry about. Most people are reasonably protected by their router anyways.

Spotlight is the engine for searching. Perhaps your plist file is corrupt. That's com.apple.spotlight.plist Found in Users/ YourUserName /Library/Preferences Move it to the Desktop and try again.
