Bad Moon has a 0% chance of being reprinted. It got its chance to return to Standard in Time Spiral's Timeshifted block, specifically because it's incredibly out of color. Mutilate is a card that could come back, but I'm not sure there's much to discuss since the answer is "it could come back, but there's no specific reason to think it will in the near future."

Tarmogoyf was (is) broken. Just attacking and blocking are more than enough when you're attacking and blocking with a 2 mana 3/4 or 4/5.
