Hi Mike, You cannot install 2008 TS licenses on a 2003 TS Licensing server. What you can do is install 2008 TS Licensing directly on your 2008 TS--it does not need to be loaded on a DC. It is very unlikely that the user GP for initial app was not applied intermittently. Is it possible that the application you are setting as initial app failed to start?
