If Safe Mode works then you have a driver or software problem, not a hardware issue. Get a copy of msconfig.exe from the link below, then use it to disable all startup tasks and all non-Microsoft services. It just means that you have a 3rd party solution installed that integrates with Outlook. Said application isn't honoring Outlook's request to close and keeps it open in the background.
