If you want this to happen on every reply or even every new message, then using VBA to insert your template directly might be the most efficient way. If you do not want to insert the same text for every new message or reply then instead of using signatures for this, it's better to use AutoText or Quick Parts (depending on your Outlook version). FWIW, I've never seen WFS able to render a PDF file as an attachment in Outlook. PDF files have no printto verb defined in Vista. You can, however, send a PDF file as an attachment from the Fax Console, which is a new feature with WFS. Should work just as well since WFS will use Outlook Contacts for recipient selection. The position of the toolbars is determined by the add-in that installs them
and not Outlook. You can make a feature suggestion for it at the vendor of
the add-in. Another possibility is to try this add-in and see if can keeps
them in place for you;

Autocompletion is not a robust or reliable feature. It frequently stops
working usually because Outlook loses its connection to its autocompletion
cache. This can happen for a number of reasons, most often because Outlook
is not exiting completely and thus not writing to the cache. Make sure you
run no add-ins or sync software that might hold Outlook open after you exit....
