Yes, but there was usually a higher dollar amount or another charge to take into account. For instance, if the person tried to fight their way out of the store or something. Having said that, there is nothing stopping the judge from giving your friend jail time instead of a fine, community service and probation. It just almost never happens. Have your friend get an attorney.

With no offense intended, "I don't remember how I forgot to charge a customer" isn't a convincing excuse. "Our registers went down sometimes" is a cute one, but if that had anything to do with this incident that would have been obvious from the video.
