what i understand that there should be a 1/2 + 1 majority for normal decrees to pass. in few more important decrees there is a 2/3 + 1 majority required. if this is the case... why is nabih berri expecting a black and white answer?. and what does black and white means?. all voting yes in advance?.

This is ridiculous. The PLO refugees that came here from Jordan should be tried for treason or at the very least evicted to some Arab state that has the room to keep them. Lebanon is too small and too poor to be worrying about the welfare of a bunch of traitors.

Climate Change as a result of carbon based emissions is the biggest con that the world has ever seen.
It will make the banking sector billions of dollars each year if emission trading schemes are implemented, but will substantially increase the cost of living and reduce jobs for ordinary citizens.
