Try running the timbale through two different fx channels and no direct signal, just the wet sound from the two fx channels. My guess (and I've not tried it) is that it's a standard timbale sound but it's been very heavily compressed - slow attack to get the slap in but strong enough to choke off the strong decay that the timbales have. It's one of those situations where you turn everything up on the compressor as far as it will go and then just play with the attack to get the kind of slap you want.
