In my first response I wrote "This usually happens when the system is unable to locate the file userinit.exe, either because the file is not where it should be or because its reference in the registry is now incorrect." Your attempts so far have concentrated on the file itself but it is even likely that some registry reference is incorrect. The 7-step recipe I previously posted could lead to fixing the incorrect reference....

Why isn't SP3 installed by now? Computers running WinXP SP2 will NOT be offered any further critical security updates, Automatic Updates will cease to function, and Windows Update website will not be available after 10 July 2010 until SP3 is installed. Worst case it that you have to call MS and reactivate. In actual fact, what you propose is quite legal. Unless you purchased an OEM copy, that is, and that might also be OK, since you would likely be the OEM.
