Jim - IMO, Q is not supporting low chip rate TDD (TD-SCDMA) because the Chinese would have wanted significant cross licenses. I would say all of the chips today are supplied by Chinese or Taiwanese companies. The best thing is to let TD-SCDMA die on it's own (which it will), overshadowed by TD-LTE (which is not China based and will fall back to GSM), and will have much greater global adoption.
