everyone understands an NDA, dont flatter yourself. :) you need to understand that when it comes to NEOM, it has always been stated as gospel truth that the deafening silence from NEOM has always been attributed to an NDA and that they must be in a quiet period. after years of it just being crappy management, folks get a little gun shy.
