I have not heard of the regulation you mention--that you cannot return to France for holiday on your U.S. F-1 Visa. I am pretty sure that this is not true. Who told you you could not leave the U.S. for a short visit, then return? I work in a CPT program and our students return home on breaks from school regularly and we have not had this problem. All you have to do to visit your home in France during a school break is, first get permission...

actually i have already applyied for change of status in USA but i wanted to return for holiday in france Also with Change of status I can not travel and I do not want to be stuck in USA.. Do you thnik if my f1 is approved in USA, I have a better chance to be approved for f1 visa in France? My main concern is that my parents leave in USA and I have not my parents in France to prove family ties and do not know what to tell them in France to...
