You cannot continue working on L1B beyond your I-94 expiry (from L1B Visa) since L1B extension is not been filed. Your COS from L1B to H1B need to be approved to work on H1B. Ask your employer to speed up the H1B approval by going for the premium process (additional $1000). That way, you will get the approval/rejection within 15 days. I don't understand your post to begin with. Is this a H4 renewal case? If so, your husband should have 2 I797s. One with the date ending X and another starting X+1. Carry both of them and you can travel if this is the case. If not, explain with clarity what the issue is.

You need to understand the difference between Visa and Petition. Only the prior H1B petitions got rejected and approved in your case. The questions in DS156 and DS157 clearly asks about the visa. So, these sections need to be filled appropriately only if you have prior visa rejections.
