i think every form of jobs is down now as the recession has put as iron curtain over Jobs. one of my friends in UK was telling me that even the locals are now forced to work on lower wages

Donno what tips can one possibly give? Put yourself in the employer's shoes. Will you hire from someone based on a telephonic interview, without even seeing the person, when the total jobless people in the country is 2.1 million. I wont. On a serious note, if possible you can apply for a leave of 1 to 2 months, come here, search for a job and if you get one, go back and resign. It's MOD/Gov site, secet installations etc.
U can't get it urself - only a List X company can apply for it, pretty much a catch 22, if u've not got it, u cant apply, simple as.

lol if you look back at this time last year there are identical posts to this.
I would have to say that after christmas would be a good bet. The UK agencies really tend to slow down over the holidays. Dark when you wake up in the mornings, Dark when you go home. All your money goes on birthdays, christmas presents and booze. It's just genrally a bit draining.
