Plenty of ISPs offer a static IP connection, although in terms of a connection "optimized" for uploading I'm not quite sure what you mean. I guess you would require an ADSL2+ (24Mbps) supporting service with faster uploads in the 1Mbps+ range, assuming this is supported by your chosen ISP and telephone exchange. Business packages from IDNet, Zen and NewNet are probably more what you are seeking.

You're more or less correct, although these days ADSLMAX (up to 8Mbps) is the standard so it doesn't technically cost more, if anything MAX services cost less . In regards to the last two, 21CN PSTN means your exchange has been upgraded to support BT's latest IP based technology, while WBC hints that you will not be able to get faster than 8Mbps services (e.g. up to 24Mbps via ADSL2+) until ...

Provided you can get O2's unbundled broadband packages, which includes their Pro, Premium and Standard options, then you should be happy. Most of the reviews are made by customers of O2's Home Access package, which is BT based and not very well liked.

It is perfectly normal for the SNR margin to fluctuate a bit thats why it isnt set at 1-3db which would get you faster speeds, the profiles are 6db 9db 12 db and 15db all with or without interleaving.

The capping and loosing sync are completely unrelated as ADSL24 have no control over the exchange equipment, best thing to do is borrow some one elses modem/router and put it on the line with a known working filter in the test socket if that still doesnt work then its deffo a BT fault.
Have ADSL24 run any etsts on the line as that will tell in most cases if the problem is with your equipment...

That depends upon what you mean by rate adaptive. For example all ADSL style services in the UK will generally fix their best speed based on the quality (usually length) of your telephone line. technically the bill payer is liable, or at least that would be the most valid assumption after all you would be the named recipient of the said service so ISPs can only assume you are the sole user.
that being said IPs arent a reliable method of catching copyright theft imho and if your (possible) connection wasnt well protected with the right wireless encryption (if you used wireless) then...

If your router was on and working during the fault, it may have selected a lower speed to try and overcome the fault.
Try unplugging the router and all ADSL filters from the phone sockets for 40 minutes, then plug them all in and try again.
This should reset the exchange equipment and start the training period again; however, you rarely get to keep the high speeds from day 1, the line speed ...

No most ISPs don't have a cap of 10GB, remember our ISP list uses a price target benchmark of £20 per month and since most smaller providers are BT based then you're just picking up on a common trend.
