Why are you using the 'mkvdev -vlan' command? Do you really need an IP address on the VIOS configured on that VLAN? There is typically no need to create the vlan ent adapter on the VIOS unless you need the VIOS to have an IP address configured on said VLAN and tagging packets on that VLAN.
