I think what I am looking for doesn't exist as a vist option. As I remember
it I think Windows 98 had a provision for locking the icons in position. I
don't see it on XP.

yes a 64 bit designed machine can support 32 bit but not the vise
versa..

Stay far far away from registry cleaners. They do more harm than good.
Your issues have nothing to do with entries in the registry. The registry
is a data table for the OS. Cleaning will have minimal or negative results.

You really can't make Norton 2010 the enemy. Since Norton Internet Security
2009 the company's product has been a fantastic revolution from what they did

OCR programs tend to work closely with the OS. If this is a very old
application, it is probably not compatible with Vista and you will need
an up-to-date OCR program.

If the motherboard fails and you replace it, then yes.
