That is the stated reason why they rely so heavily on claiming conditions to seperate out runners- it is supposed to be a reliable way to CLASSify the track stock. IMHO one of the best ways to handicap is to consider what the track tries to do to equalize the competition and then "reverse engineer" the condition book according to the individual horse's record. It is a fractured industry. It isn't a case of either or where money is spent by certain factions. Money spent on pool integrity isn't money that would have been spent on drug testing. Drugs and pool integrity are two big issues. Yes, drugs is the number one issue, but I expect the industry to try to take steps to clean up both simultaneously, not one at a time.
