You'll have to show it to a welder.
It can definately be fixed but getting weld to the back of it is going to be difficult. You could also weld a piece of angle on the back edge of the frame casting and bolt the rearset to that.
Or you could make a new rearset that
attaches elsewhere.

Sorry to hear about the crash.
Before everyone starts flaming you about wearing shorts - you have now had to learn the hard way - I doubt u'll be going out in shorts again!
I think its time to replace the stator cover, replace the clip on or get a set of handle bars and
streetfighter it. Mmhmm.
